08. Homeland Security

In cases of natural disasters or terrorist attacks, America must be ready to act. While border security and increased vigilance can help avert potential attacks, hurricanes, tornadoes and floods are not something that can be prevented and they will inevitably occur. When facing a crisis, we must be prepared to respond to the needs of the people with deliberate speed and adequate assistance. Congress should conduct regular reviews of the Department of Homeland Security and FEMA to ensure that they maintain the streamlined organizational structure, clear chain of command, and proper distribution of responsibility required to operate efficiently and effectively.
